MY telegram No. 58 of 22nd February: Opium.

Peking, February 28, 1911.

At further meeting to-day Chinese delegate said that Chinese Minister had been instructed on 22nd February to approach you with regard to amended proposal 1. He seemed inclined to accept additional article suggested by me in substitution for 1 and 2, but wished to wait for Minister's reply.

Question of taxation was discussed. I said that no proposal on ad valorem basis could possibly be entertained, and offered to recommend doubling of present consolidated duty. This elicited a proposal of 400 taels a chest as a specific duty.

I request instructions on this point before Friday, the date of next meeting. (Repeated to India.)
