My dear Jordan:-

Here are the papers about this tiresome

question of Anglo-Chinese which I mentioned to you a

day or two ago, and about which we don't wish to take

any decided step without first ascertaining your views.

I send you a copy in print of a recent

despatch from Max Miller and also of a letter from the

Colonial Office with observations thereon by the

Department and the legal advisers.

Do you think we might ask the Chinese to

agree to some period, say six months, to enable them

to opt for Chinese nationality if they so wished, ex-

plaining that this ought to have been done at the time

and that it would be a good thing to repair the

omission now. I merely throw this out as a possible

solution of the difficulty.

I think it is clear that the children of

Chinese parents resident in Hongkong, at the time of

its cession, must be deemed to be absolutely British

with
