With reference to my letter of January 23rd lest
and previous correspondence, I am directed by Secretary
Sir E. Grey to transmit to you, to be laid before Ir.
Secretary Harcourt, a copy of somi-officiel correspond-
ence which has passed with His Majesty's Minister at
Peking with respect to the status in China of the
Anglo-Chinese in Hongkong and the natives of Kowloon.
A copy of the confidential print communicated to ir
J. Jordan for his assistance in advising in the
matter is also inclosed for Mr. Harcourt's information.

From Sir J. Jordan's letter now received it
would appear that if His Majesty's Government are to
negotiate an Agreement with the Chinese Government
dealing with the question, it would be necessary to
waive the right to protect in China the children of
Chinese born in Hongkong and the Straits Settlements
(Category (c) in Mr. Hurst's Memorandum
page 22 of
