Sir: -

In reply to Your Excellency's letter of the 4th

instant, I have the honour to state that an Imperial Edict

was issued on January 2nd last sanctioning the request of

the Board of Communications that all officially managed

Telegraphs throughout the Provinces be under the control

of the Board. I have the honour to enclose a copy and an

anthenticated translation of the Edict in question.

With reference to your query whether as the result of

the Edict the telegraph line from Canton to Hongkong has

been taken over by the Chinese Government, I am informed

by the local Superintendent of the Imperial Chinese Tele-

graphs that the line from Canton is among the lines taken

over by the Board of Communications and that the date when

the transfer to the Imperial Government came into force was

January 30th, 1911, being China New Year's day.
