The London Chamber of Commerce to Foreign Office.-(Received February 20.)

Oxford Court, Cannon Street, London, February 18, 1911. AT the meeting of the Patents, Trade-Marks, and Designs Section of this Chamber, held on the 15th instant, the terms of the proposed Trade-Mark Convention with Japan were considered, together with (1) draft convention as suggested by Sir E. Lugard, the Governor of Hong Kong, and (2) amended counter-draft of the original convention, and the section unanimously agreed:-

"That this section, having considered the proposed convention and counter-draft convention between Great Britain and Japan, are of opinion that no convention would be safe or acceptable to British interests which does not include a provision that all disputes arising as to the right to use a trade-mark shall be decided solely on the grounds of priority of user in China. It is also of opinion that it is desirable in any convention to protect in the respective countries both registered and unregistered trade-marks so long as a bona fide user can be established."

I am to express the hope that the representations contained in the resolution will receive the favourable consideration of His Majesty's Government. 1 am,
