I convey for your information a copy of a despatch from the French Committee on Affairs of French Colonies, with enclosures.

I should like to see subsequent papers on the subject. It appears to have to do with legislation for Colonial Councils in the various French Colonies.

I gather that the local French Colonies have not been allowed any considerable share in legislation, and I think that there is likely to be a good deal of controversy on the subject.
