Foreign Office, February 24, 1911. I AM directed by Secretary Sir E. Grey to enclose, for the information of the Secretary of State for India, a copy of a telegram from His Majesty's Minister at Peking, enquiring whether, in the event of negotiations with regard to the Burmah-- Yünnan frontier taking place at Peking and a suitable opportunity offering itself, His Majesty's Government would wish the Bhamo-Tengyueh Railway project to be mentioned to the Chinese Government as an undertaking which they would desire to see consummated at an early date.
It appears to Sir E. Grey that in the circumstances there would be absolutely no objection to authorising Sir J. Jordan to make the suggested statement should a suitable opportunity present itself. But before sending instructions to this effect to Peking, he would be glad to learn whether the Earl of Crewe concurs.
