YOUR telegram No. 33 of 25th February: China loan. Straight yesterday submitted to agents of the other three groups copy of preliminary agreement of 27th October, 1910, with American group, and draft of proposed final agreement. Latter is made out in names of all four groups.

Of the proceeds of the loan 60,000,000 dollars are to be applied to currency reform and 20,000,000 dollars to “industrial enterprises" in Manchuria.

Programme of currency reform and statement of proposed expenditure in Manchuria are to be discussed and agreed to by banks prior to issue of loan.

Question of adviser is apparently reserved for diplomatic agreement. Straight stated yesterday that it was being considered by four Powers, and would be arranged on principle acceptable to them.
