CHINA currency loan.

A communication has been received from the United States Government, stating that they are confident of securing the assent of the Chinese Government to quadruple signature of loan agreement and the proper supervision of expenditure, provided that the British, French, German Governments do not raise any question of appointment of joint advisers; and they trust that the three Powers will support the American claim to the fulfilment by China of the promise already made in connection with the currency reform to appoint one financial adviser, who shall be an American.
I am replying that, as joint action is requested, I must first consult the French and German Governments, but that information has reached me from Peking that the Chinese Government entertain very strong objections to the appointment of a foreign adviser.
Have the Government to which you are accredited received a similar request? If so, I should be glad to know what reply they propose to return.
