Sir Edward Grey to Mr. Phillips.
Foreign Office, February 24, 1911. I HAVE the honour to acknowledge the receipt of your note of the 21st instant, stating that the United States Government are confident of securing the assent of the Chinese Government to the signature of the currency loan agreement by the British, French, and German groups, as well as by the American
and the proper group, supervision of expenditure, and expressing the hope that the Governments of the three Powers will support the American claim to appoint a financial adviser who should be an American.
I have the honour to inform you that as joint action on the part not only of His Majesty's Government but also of the French and German Governments is requested by your Government, I must first consult with these two Powers before returning any definite reply.
I may add, however, that information has reached me from His Majesty's representative at Peking to the effect that the Chinese Government entertain very strong objections to the appointment of any foreign adviser.
