SECTION 5.
-17 MAR No. 1.
Sir G. Buchanan to Sir Edward Grey.-(Received February 17.)
RUSSIA and China,
My telegram No. 38 of the 15th February.
St. Petersburgh, February 17, 1911.
According to a report which is current here, Russia, in the event of China refusing to satisfy her demands, will proceed to occupy Kuldja. Mr. O'Beirne took the opportunity of questioning M. Sazonow on the subject last night, and his Excellency did not categorically deny the truth of the rumour. He expressed the hope that Russia would not be driven to take military measures, but acknowledged that any military demonstration which might be necessary would be in the direction indicated.
