You may inform Wai-wu Pu that His Majesty's Government are willing to settle basis of a joint delimitation, and are ready to open negotiations with that object. It is conceivable that Herz's return to Pienma might coincide with and be anticipated by reoccupation of Pienma by some Chinese force, owing to the surprising uncertainty of movements of the latter. Herz's return to Pienma is therefore undesirable; but his present position is fairly within reach of Pienma, and he will be instructed not to move further from there.
