THE Under-Secretary of State for India presents his compliments to the Under- Secretary of State for Foreign Affairs, and, by direction of the Earl of Crewe, forwards herewith, for the information of the Secretary of State, copy of a telegram from the Viceroy, dated the 15th February, relative to Pienma.

SEE your telegram of the 14th instant as to Burmah frontier. Proposed communication to Chinese Government has our entire approval. Whole country is not worth the expense and danger which a serious conflict would involve. We could well agree to our troops being withdrawn to Wanghte from Htawgaw, provided Chinese troops are withdrawn from Hpimaw. Adherence to watershed frontier when question of delimitation is under discussion is not an absolute necessity, provided that another frontier line, which population on both sides easily recognise and which will not present an opening for future discussion, is adopted.
