THE Under-Secretary of State for India presents his compliments to the Under- Secretary of State for Foreign Affairs, and, by direction of the Earl of Crewe, forwards herewith, for the information of the Secretary of State, copy of telegrams from Viceroy, dated the 2nd and 5th February, 1911, relative to Pien-ma.

PIEN-MA expedition. See my telegram dated the 27th ultimo. Report from Hertz stated that a Chinese schoolmaster and several Chinese traders were found by him at Pien-mna on his arrival there. The former was an official whom the Pao-shan magistrate appointed some eight or nine months ago. Instructions to close his school and return to China were given by Hertz to the schoolmaster, who left for Teng Keng the next day. With a view to administering the northern tracts Hertz has since advanced to Kangfang, north of Pien-ma. Latest report received from him was dated from village of Gawlam, between Kangfang aud Pien-ma, on the 21st ultimo. Hertz's informers, he states, report arrival of a Chinese Ying at Yin-pan-Kai, which lies to the south-east of Hpare, and of another Ying at Teng Keng. It is probable, Hertz considers, that Yings have been sent to watch the frontier. Warning is being conveyed to Hertz that he has been represented by Chinese Government as being now in Chinese territory, and that responsibility for any collision that may occur has been disclaimed by them.

HPIMAW expedition. See our telegram of the 2nd instant. Hertz reported all well at Kangfang, which he visited on the 22nd ultimo. On the 26th ultimo he was at Htamshing on his way to Htawgaw and Hpare.
