Tokyo, December 13, 1910. IN my despatch No. 225 of the 10th October last, I forwarded a translation of the agreement which had been made between the South Manchurian Railway Company and the Kirin-Changchun Railway on the subject of interlineal connection. I have now the honour to enclose copy of a despatch from the acting British consul at Dairen, reporting that the 15-mile section from Changchun to Kalun has been completed, and will be opened to traffic in the immediate future.

Dairen, December 3, 1910. WITH reference to Mr. Parlett's despatch No. 67 of the 3rd October last, I have the honour to report that the 15-mile section from Changchun to Kalun has been completed, and will be opened to traffic about the 15th of this mouth: a satisfactory trial run was made on the 29th ultimo.
I understand that the railway supplies and rolling stock for use on this line are, as far as possible, of Chinese manufacture-rails from the Hankow Steel Works and rolling-stock from the Tongshan shops.
With regard to the question of interlineal through traffic between the South Manchurian Railway and the Kirin-Changchun Railway, the rolling-stock of the one railway will not be available for use on the other, owing to the difference in the standard weight of rails.
