YOUR telegram No. 4: Chinese loan.
Peking, January 9, 1911.
I gather from American Minister that following is situation at present :- The Minister has decided to inform Chinese Government, in writing, that acceptance of a financial expert is an essential condition of the loan, and to request a definite reply. He is doubtful, however, whether portion of loan-15,000,000 dollars gold-which is required for Manchuria should be included in expenditure over which adviser is to exercise supervision, and is waiting for instructions from Washington on this point.
Following he considers order of procedure:---
1. Negotiation of a diplomatic arrangement for appointment of adviser.
2. Arrangement of details of loan by American group,
3. Exercise of pressure by American Legation to induce Chinese Government to
assent to joint signature.
American Minister laid some stress upon 3, and, indeed, seemed to regard it as necessary to secure participation of the other three groups.
