telegram, the issue of revised instructions to Hertz has been suspended by him. But the revision of the instructions by omission of the eleventh paragraph and radical alterations of the second and eighth paragraphs will be necessary if his Honour's views do not prevail. He is not aware whether an alteration of paragraph 8 ordering the ejectment of Chinese is to be made. Orders are solicited on this point, and also, for guidance in the modification of instructions, definite instructions regarding the purpose now intended to be achieved by the expedition. According to the latest information Hertz has left the neighbourhood of Wanghta, and will reach Bholawgaw about the 20th December. Presumably, he has informed the villages which he has already visited that henceforth they are under the rule of Great Britain."

2. From Government of India to Government of Burmah, dated the 18th December:

"In reply to your telegram of the 16th instant, no modification of the instruc- tions of His Majesty's Government regarding the establishment of police posts is possible. When China's attitude is further declared the question can be reconsidered. In the meantime, seeing that reprehensible delay occurred in dealing with my earlier telegrams, and that Hertz has made such progress, the Government of India are no longer able to insist that his instructions shall be modified, except with regard to the eleventh paragraph, the cancellation of which is essential. The orders regarding ejectment of Chinese are to be maintained."
