American Embassy, London, January 2, 1911. REFERRING to Mr. Reid's note of the 19th ultimo, giving the names of the Chinese and Siamese delegates to the International Opium Conference to be held at The Hague on the invitation of the Netherlands Government on the 30th May, 1911, under instructions I have now the honour to inform you that my Government has been notified that the Portuguese delegates to the conference are Messrs. Oscar Pottier, the Portuguese consul-general at Shanghai, and Annibal Augusto Sanches de Sousa Miranda. The latter is a member of the commission appointed by the Portuguese Government in the autumn of 1909 to study the opium problem and take measures leading to the gradual suppression of the vice of opium in the province of Macau.
