I observe, however, that the Posident Superintendent of the Mead Investigation Office ber 188d & proclamation to the effect that the amount of ree ujjun convojed from this province into Kiangai chall be subject to a yearly d-crosse of 30 / and that the importers of such uplum shall previously obtain from the Head InvoɛlimLion Office a special permit in addition to th transit certificate prescribed by Treaty. I think Your Excllurby will spree with me that such relations are a violation of the pre- mises of the late Governur fun:rel and an infringement of the wreement between Great Britain and thing, and I have the honour to request you to issue ord-re without delas to the Opium Prohibition Bureau instructing them to rescand this proclamation at once, and to favour ne with a reply.
