THE Under-Secretary of State for India presents his compliments to the Under- Secretary of State for Foreign Affairs, and, by direction of the Earl of Crewe, forwards herewith, for the information of the Secretary of State, copy of a telegram to the Viceroy, dated the 30th November, relative to the Hkamti expedition.

India Office, November 30, 1910. EXPEDITION to Hkamti country. See your telegram dated the 18th instant. I approve your proposals, but it is not necessary to make formal proclamation of suzerainty. Existence of suzerainty may be treated as a recognised fact in the Sanad and in Barnard's public proceedings.
