Wai-wu Pu have since replied to our note of 18th November by merely quoting a statement from Board of Communications that transaction was sanctioned by decree of October 1908, and that payment of interest and capital is guaranteed by that Board.
I have pressed for categorical replies from Chinese Government to first two questions in last paragraph of your telegram No. 154 of 30th November.
