We have endeavoured for the last
year or more by all the means in our power to uphold our
interpretation of the Treaties, but have met with meagre

and our efforts in this direction are not likely
to be atrengthened by the attitude which the Chinese
Government has now adopted towards the whole question.
While disclaiming an intention of releasing the
Chinese Government from the strict fulfilment
of its

Treaty obligatione, I think that the policy which is laid
down in the second paragraph of the India Office letter of
October 12 last is the one which a broad conception of our
interests in China dictates at the present moment.
