the 27th. of September last a copy of a despatch ad-
dressed by the Officer Administering the Government of
Hongkong to the Earl of Crewe on July 16th. on the sub-
ject of the Kwantung opium regulations was sent to His
Majesty's Chargé d'Affaires at Peking and Mr. Max
Müller's attention was drawn to paragraph 3 in which
Sir F. May severely criticized the manner in which Mr.
Jamieson, His Majesty's Consul-General at Canton, had
in the first instance conducted the negotiations in re-
gard to the said regulations. Mr. Max Müller was at
the same time requested to communicate a copy of Sir P.
May's despatch to Mr. Jamieson with a view to that
