I have the honour to acknowledge the

You receipt of your letter of the 10th May No.14033

enclosing a copy of a despatch from the Governor of

Hong Kong regarding the proposals for the retention

of the services of Hessrs Sir John Wolfe Barry &

Partners as Consulting Engineers for the Kowloon-

Canton Railway.

2. We note that Sir Frederick Lugard does

not desire to retain their services as regular con-

sulting engineers of the Line, and therefore does not

consider it necessary to pay then the retaining fee

eto suggested in their letter of the 9th January. Į

3. As we have already pointed out, questions

are sure to arise on which it will be necessary for us

to obtain technical advice. In informing Messrs Wolfe

Barry of the Governor's decision we asked them

whether they would be prepared to advise us on any

such work. I enclose a copy of our letter and of

their reply. We trust that the Secretary of State

may see his way to sanction this arrangement.

4. In his third paragraph Sir F.Lugard referr-
