Paragraph 2 of His Excellency the Governor's
despatch of the 16th November reads as follows:-

"I would invite your attention to the passages marked A
"in the annexed copy of a minute by the Director of
"Public Works dated 17th June 1910. It would see that
"Mr. Chatham's views and statements were not accurately
"represented by Mr.Wari ng who would seem to have endeavoured
shift the responsibility for delay on to 'r Chatham's
"shoulders" In the copies of correspondence which you
have sent me, and which in accordance with your request I
now return, I can find no passages marked A in the minute
referred to, but presume that the se passages are the lust
three paragraphs of it. If this be so I would point out
that the words "which you desired should remain in abeyance
"until your arrival in London early next month" inadvertently
appeared in a private letter written by me to Mr. Chatham,
and that he inhisreply stated that the interview in question
had been sought on my own initiative, this you will observe
is borne out in the copies of the correspondence with Mr.
Chatham which in accordance with your request I am now sending
to you and to show that I had no wish to misrepresent the
matter in any way I would refer you to my report to you of
