In your letter of the 30th September No.28885/1910 you conveyed to us the Secretary of State's approval of the decision of the Government of Hong Kong not to make any provision in this year's estimates for the remuneration of the Consulting Engineers in respect of the construction of the Kowloon-Canton Railway. Their appointment accordingly terminated at the end of last

year.

It becomes necessary to consider what is to be done when technical questions arise in future with respect to indents or other matters on the open line. It appears to us most desirable, and we should imagine that the Colonial Government will agree, that such questions should be dealt with, when technical advide in this country is necessary, by engineers conversant with the construction and conditions

of the railway. Particularly does this seem likely to be the case when the Chinese section of the railway is opened for traffic, when problems connected with through
