I assume from these papers that it is
definitely decided to transfer Sir F.Lugard to Nigeria
subject to H.M.'s approval, which there is no reason
for thinking will be withheld. We had better therefore
let him know without delay whether he may have leave
before proceeding to W. Africa.
As regards his successor, Sir H. May would
be an admirable choice, if he can be spared from
Fiji. With a new Col. Sec. from outside, we badly
want a man with previous experience of the Colony,
especially in view of what is going on in China.
The other name that occurs is that of Sir M. Nathan,
if, which I suppose is unlikely, he would care to give
up his post at home for another spell of Governor-
ship. He was very unwilling to come away from H.
Kong, when transferred to Natal to make room for
Sir F.Lugard (who had been half promised Natal but
could not be allowed to go there ).
