The powers of the First Magistrate will be simultaneously increased to $200 and 2 years imprisonment, and
the European Magistrates' Clerk on £360 to £420 with free quarters will be abolished, and replaced either by a Portuguese (or Chinese) clerk as in the Straits Settlements or by an
additional Police Probationer (£300 by £50 to £350), who will
perform the duties now required of the Magistrates' clerk and
Police duties as well. He will, reside at the Central Police
Station contiguous to the Magistracy.

Mr. Rees-Davies is due back in the Colony
on January 7th., but I am unwilling to delay this despatch, and if he concurs in the recommendations I have made I will inform you by telegram. If you approve my suggestions, and will instruct me by telegram I will take immediate steps to give
effect to them. I may add in reference to paragraph 8 of your
Confidential Despatch of 27th. September, 1911, that as Sir F. Piggott has declined to take any leave prior to April 30th. it is not possible for the new arrangement to come into force as
indicated.
