Sir,

Referring to paragraph 4 of my Despatch No.

415 of 8th. December, 1910, and in connection with my Despatch

No. 427 of even date, I have the honour to submit for your

approval the name of Mr. C. W. Jeffries, First Assistant, for

promotion to the post of Chief Assistant in the Observatory at a

salary of £360 rising by triennial increments of £30 to £420

with effect from 14th. of next June.

In this connection I enclose a letter dated

25th. November from Mr. T. F. Claxton, Director Designate, to-

-gether with a covering minute by Mr. F. G. Figg. On receipt of

his communication I requested Mr. Claxton to state whether he had any specific objection to Mr. Jeffries' promotion. To this he

replied in a minute under date bth. December which I enclose.

Mr. Claxton advances no specific objection:

on the other hand Mr. Figg states that Mr. Jeffries has since

last January acted as Chief Assistant to his entire satisfaction; the fact too that he has had four years local experience appears

to me a strong argument in favour of his appointment in prefer-

-ence to an officer who has no such experience.

Subject to your approval therefore of Mr.

Jeffries' promotion I have to request that steps may be taken to

fill the post of First Assistant and I enclose in duplicate

papers
