In my despatch Number 56 of February 2nd,

1911, I spoke of ur Wodehouse sa "a very promising and

"well qualified young officer who in due course will no

"doubt obtain promotion". I had not then had the direct

personal experiance of his ability to act in a position

of responsibility which the events of the early part of

November afforded me, and I am now of opinion that he

needs more experience and training before he is qualified

for promotion to a post which involves his acting as

Captain Superintendent of Police whenever the Head of

the Department is absent on leave etc,.I have however

been unwilling to deprive lir Wodehouse of the acting

appointment of Deputy Superintendent of Police on the

return of ir Badeley, unless it were by the appointment

of an officer senior to himself and with superior claime

(such as Mr Hallifax alone possesses) for, though I cannot

at present recommend him to you with confidence for the

substantive appointment, he is an energetic officer,well

qualified in routine work and in various languages, and

well spoken of by his superior officers. He has moreover

been especially employed on Census work, and ink charge

of the Gaol in r Craig's absence, and these duties have

militated against his police work.

I have there fore decided to retain

him as Acting Superintendent of Police, and to attach

Mr Hutchison temporarily to the Police as Assistant

Superintendent (in charge of the Chinese Detective Force)

so that the strength of the superior Staff may be complete

during the present emergency. Ir Hutchison will continue
