In a separate despatch I have informed
you that Captain Lyons has left the Colony on leave
prior to retirement, and the office of Deputy Superinten-
dent of Police will therefore shortly become vacant.
2.
In separate despatches I have also informed
you of the unrest and turbulence which has of late mani-
fested itself in a new form, viz. by attacks upon the
police and insults to European ladies. I trust that this
form of rowdiness will yield to the repressive measures
I have instituted, and will tend to decrease as the wrest
in China subsides, but it would appear to be not impro-
bable that for some time to come the maintenance of order
in Hongkong will be a severe test on the efficiency of
the Police force and that ability as well as tact and
untiring energy on the part of the three or four British
officers who are in charge of the force will be especially
needed.
3.
I feel therefore that a very special
responsibility attaches to the recommendation which I
should make to you in regard to Captain Lyons' successor.
