GOVERNMENT HOUSE,

Referring to your Despatch No. 95 of 6th. of
last April, I have the honour to inform you that Mr. H. A. Nisbet,
Registrar of the Supreme Court, has applied to be granted duty
pay as from the date of the inception of the duty pay scheme.

The arguments for the grant of such pay are
that the post of Registrar is included in the list of appoint-
-ments to which Cadets have a preferential claim if qualified,
that other non-cadets similarly situated have been granted duty
pay and that a Cadet Officer would, if he acted as Registrar of
the Supreme Court, draw duty pay. On the other hand Mr. Nisbet
accepted the post on a salary of £600 per annum rising by £40 to
£720.
3.
I have to request your instructions in this
matter, and would suggest that duty pay if granted should date
from 1st. January, 1912, only.
