When all the junk-masters were collected on

board the launch, it was ascertained that only two had not taken
out licences already and paid their fees one of these was the
man who resisted the launch on the 17th. instant. Both junk-
-masters in question at once professed their willingness to pay
and took out licences forthwith. Then I had the whole crowd
gathered in the bows of the launch and "talked doctrine" to them
after the Chinese fashion. I mentioned the incident of the 17th.
instant and stated that, on hearing of it, Your Excellency had
been full of anger and indignation and had thought of punishing
the offenders most severely: but that your kind heart had suggest-
-ed to you the possibility that the Nam 0 natives were only stup-
-id fishermen and that they had offended from excess of ignorance
: that, therefore, you had directed me to visit them and ex-
-plain that it was imperative that, if they used British waters,
they should comply with British law, and that the British
officials and British water-police must be respected and obeyed
by them at all times.
Next I ordered the 2 men who had previously
resisted the launch to kneel down before me in the middle of the
other fishermen and kotow their apology. They at once did so and
while they were on their knees I told them that they had deserved
to be taken to Taipo and sent to Gaol: but that for this once
they would be pardoned on account of their abnormal stupidity:
if, however, they again offended, their junk would be seized and
they themselves severely punished.
When this "doctrine-talk" was over I sent
the men back to their junks and we parted in good humour and, I
think, with complete appreciation of the situation on both sides.
While we were at anchor in Nam O harbour a
junk rowed in with a fresh catch of fish; we hailed her and she
at once came alongside the launch. Mr. Orme, Mr. McElderry, Mr.
Chi and the crew of the launch all bought fish for their own
consumption, and the junk did a good business, incidentally taking out a licence. Mr. Orme and Mr. McElderry chatted and
