After some discussion at which Mr. Clementi was

present, the Colonial Secretary proposed to Mr. Larperski that

he should communicate with the planters in British North Borneo and ask them to accept the following modifications of the

contract:-

The term of contract to be for one year to be extended to two if necessary (instead of two to

be extended to four).

Advances not to be recovered. The wages to be 810 net without deduction (instead of 830

deduction).

No smart money to be charged if the labourer

gives notice of determination of contract (in-

-stead of 850).

If these terms were accepted the Colonial Secretary undertook to give three months notice of any change, so that current contracts to supply labour would not be affected, and to direct the Emigration Officer not to point out to coolies the terms in force in the Federated Malay States and Dutch Indies, but simply to explain fully the terms of the contract offered to the coolie

in British North Borneo.

It is to be hoped these measures will be approved. The terms as modified are not at all unfair, and the arrangement will only be provisional, as as soon as Mr. Riddell can get to work all coolies will be supplied through him on one year con- -tracts. As it is, the emigration is at a standstill and this prejudicially affects the prospects of Mr. Riddell's scheme

getting a good start.
