In reply to your telegram of the 8th. instant, I have the honour to forward the enclosed copy of a minute by Mr. A. W. Brewin, dated the 18th. instant, relating to emigra- -tion to British North Borneo. Emigration of indentured labour- -ers has not yet begun, and I am informed that the recruiters find difficulty in obtaining assisted emigrants to go to British North Borneo under the old terms which compare un- -favourably with the terms offered in the Malay Peninsula and the Dutch Indies. The difficulties complained of existed before Mr. Riddell's arrival in Hongkong on the 10th. instant and are not connected with the new scheme for recruiting labour. It is now hoped to overcome these difficulties by the means suggested in Mr. Brewin's minute.
2. With regard to your Despatch of the 6th. ultimo, I may say that the present crisis in China is likely to upset any arrangements made in Peking before the revolution on the subject of emigration to British North Borneo.
