of the 16th. of last October, and with reference to Sir F. A.
7.3.343 Campbell's latter No. 34257/11 of the 16th. of last September, I
have the honour to suggest for your consideration that the offer of the proposed commission should be preceded by a protest against the new Chinese Nationality Law as impracticable. I am, of
course, aware that during the present crisis in China negotia- -tions on this subject will inevitably be suspended, but I make the suggestion now in order that it may not be lost sight of when
the negotiations are resumed.
