I have the honour to acknowledge the
receipt of your Secret Despatch of the 4th. ultimo and of your
telegram of the 1st. instant. In the former you inform me that the Army Council offer no objection to the proposed lease to the Mitsui Bussan Kaisha, but in the latter you request me, if this Government is no already committed to granting a long lease of the site for a coaling depôt to suspend negotiations
with the Mitsui Bussan Keisha.

As you are avare a temporary agreement (copy enclosed) was with your approval made on the 30th. of
last May between this Government and the itsui Bussan Kaisha.
Subsequently in August last the Director of Public Works
received an enquiry from Kessrs. Leigh and Orange, on behalf of
the itsui Bussan Kaisha, as to the terms on which the Govern- -ment would lease a large area(approximately 404,000 square feet) of land and sea-bed on the East side of East Battery, Kowloon. The Executive Council concurred with me on the 24th. August that there was no objection to the proposed lease subject to the proviso suggested by the Admiralty. Terms were accordingly
quoted to the Company, who however, were not satisfied with the
offer made; and on the 20th. ultimo the Director of Public
Works reported that lessrs. Leigh and Orage had written to him
stating
