on the 12th. instant and had an interview with me on the follow-
-ing day at which he stated that no action had been taken in Peking with regard to the Working Agreement, oving, in the first place to the dismissal of the Minister of Communications Sheng Hsuan-huai, and in the second place, to the outbreak of the
revolution on the Yangtsze. Mr. Chao left for Canton the same evening to resume his duties as Managing Director and before his departure he informed Ir. C. Clementi that he proposed to act strictly in accordance with the draft Working Agreement as agreed
to by him. I may add with reference to Mr. Jamieson's telegram of
the 14th. instant that on the 16th. instant Captain Wu Kuang-
-tsung, who is a Naval Officer subordinate to Admiral Li Chun, stated categorically at an interview which he had with Mr.
Clementi, that he had nothing whatever to do with the management
of the Chinese Section of the Canton-Kowloon Railway. He said
that the Provisional Goverment had appointed him Managing
Director but that he had refused to accept the appointinent.

It has not yet been possible to resume
through running from Kowloon to Canton. A copy of this Despatch
has been sent to Sir John Jordan.
