Under the heading "Public Works Re-
-current" I have increased the provision for typhoon damages
by $19,500 as the experience of the last few years has proved
the necessity of a more liberal allowance being made for this
expenditure.

The programme of Public Works for next
year, into the details of which I have entered fully in my
speech on the Budget, is a comparatively full one. The com-
-pletion of the Post Office and practical completion of the
Law Courts have set free funds for the execution of other
works of pressing importance, amongst which the Second
Section of the Tytan Tuk Waterworks and various works for the
safeguarding and improvement of the public health figure pro-
-minently.
BUILDINGS.
Dealing in the first place with
buildings already under construction I have to explain that
the excess of $60,110 on the revised estimate for the "Law
Courts* is due principally to payment of architects fees, of
charges for insurance on the building during construction and
to expenditure on various internal alterations desired by the
Judges. The cost of the additional storey to Yaumati English
School was originally under-estimated, the lowest tender
received
