Objects and Reasons.

The Geographical position of the Colony is peculiar and it often happens that the subjects of Foreign Governments, who have been accused or convicted of crime com- -mitted outside the Colony and have been handed over to the representatives of such Governments by the authorities of the place where they have been caught, have to pass through the Colony in the course of their transmission for trial or punish- -ment. The Ordinance which justifies their temporary detention is defective as it is limited to crime committed in China. It does not for instanee provide, for the case of German prisoners being brought from German Colonies in the South Seas through Hongkong on their way to Germany.
