With regard to a case in which a deserter is wanted by the military authorities at Tsingtau I have the honour to ask you kindly to inform me, whether a Geruan subject, who has been accused of a crime alleged to have been committed a Kiaochow and who is brought within the Colony in the course of transmission for trial would be regarded as a subject, who is accused of a crime committed in China, so that he could be dealt with in accordance of the Foreign Offenders Detention Ordinance of 1872.
