I have the honour to enquire whether it is your intention that duty-pay should be treated as salary for the purposes of the Widows' and Orphans' Pension Ordinance No. 15 of 1908.

Duty-pay is not drawn on leave of absence

or on vacation leave. As however in the case of dollar officers

who are on half-pay leave the contribution to the Widows' and Orphans' Pension is levied on their full salary even though only half-salary is being paid to them, I am uncertain whether it would not follow by parity of reasoning that contribution to the pension should be levied on duty-pay even when such duty- -pay is not being drawn.

The point has probably been settled in other Colonies and I therefore request instructions as to the construction to be placed on the last sentence of section 7(1) of the Ordinance.
