I have the honour to acknowledge receipt

of your Despatch No. 171 of June 10th., 1911, in which you informed me that you left the question of the construction of the Fanling-Shataukok Light Railway to my responsibility. In view of the expert opinion and the unanimous advice of my Executive Council to which I referred in paragraph 8 of my Despatch No. 165 of April 28th., I had no hesitation in recommending the Legislative Council to approve the proposed expenditure which formed a part of the Vote for 8412,501 passed by the Council on 27th. April, 1911, for the Kowloon-Canton Railway and work has proceeded without intermission.

The total cost, including a sum of 840,955 to be credited as a book entry to the Kowloon-Canton Railway Construction Account for old rails, an engine &c., and $1,558 to be credited to Revenue, Kowloon-Canton Railway, was estimated in my former Despatch (paragraph 5 and enclosure 2) at $106,490. Of the cash expenditure (862,977) I had proposed to debit $18,900 ( this was really 18,000 dollars plus 5 per centum contingencies $18,900 and not $18,950) to current revenue under Public Works Extraordinary, road construction, and $44,077 (wrongly quoted as 844,027 in paragraph 2 of my Despatch) to the Kowloon-Canton Railway Construction Account
