HONGKONG.

GOVERNMENT HOUSE,

I have the honour to request your

authority for the annual insertion of a sum of $9,000 in the Estimates of this Colony to maintain a professorship in the University of Hongkong. I have provisionally included that sum in the Estimates for next year, as the Unofficial Members of Legislative Council have informed me that they are in favour of the vote.

In the event of your approval I would venture further to request that His Majesty the King may be graciously pleased to permit this professorship to be styled a "Regius Professorship", a title verbally suggested to me by your predecessor Lord Crewe, who added that he would probably not object to the inclusion of a sum in the Estimates for this purpose. I shall in my speech introducing the Estimates on 19th. instant explain fully the reasons for proposing this vote, and I would venture to suggest that your reply should be deferred pending the receipt of my Despatch covering the Estimates.
