in a refusal to issue to him a certificate. The issue of
such a certificate or even of a passport is not compulsory on a Government, and passports to visit certain countries
are frequently withheld. Neither can any compelling reason
be given why the Government should not issue one form of
certificate or passport for China and another form for
other countries.
25. In conclusion and with particular reference to
the Governor's minute of the 7th. July, 1911, so long as
China retains its hostility to foreigners and fails to
provide an honest judiciary, the object sought to be attain-
-ed is somewhat too narrowly defined in the following
words:-
"ThatChinese barn in Hongkong who bona fide
desire to adopt British nationality should receive pro- -tection proportionate to the extent to which they identify themselves with the Colony and the status of British
subjects".
Something more is necessary for the present and
I agree with Sir Henry Blake's proposal and think that if raig rigidly adhered to, it should satisfy the Consular
Service.

It is impossible to keep Hongkong distinct from the Straits Settlements in thematter of these certificates. The Chinese draw no distinction between Anglo-Chinese in Class 2 and those in Class 3, and so long as they fail to do so, it would be super-rogatory of the Hongkong Govern- -ment to make a show of virtue by surrendering a claim to protect Anglo-Chinese in Class 3.It is much wiser to main- -tain the claim and not surrender it except as a quid
pro quo.

It would be better not to issue a certificate, than to issue one carrying with it no promise of protect- -ion. The latter certificate would be misused and mis-
-comprehended.
