In continuation of my Confidential Des- -patch of the 21st. ultimo, I have the honour to forward copy of a letter from the Commodore, dated the 14th. ultimo and of my reply dated the 3rd. instant, from which you will see that by reason of the restrictions imposed by the Crown Solicitor's Ordinance No. 40 of 1911, Mr. J. H. Kemp is at present unable to undertake Admiralty work. I think it is desirable that the Crown Solicitor should be able to act for the Naval Authorities and also, if requested to do so, for the Military Authorities and have power to accept fees on behalf of this Government when so acting, and I shall be glad to learn whether you desire the Ordinance to be amended accordingly.
