There is a good deal of force in Mr. Hallifax's
contentions
though I think they are outweighed
by the arguments on the other side. I would certain
ly stick to the decision that Mr. Wodehouse is to
have the promotion to the post of Dep. Supt. of
Police, but after discussing the matter with Mr.
Stubbs I would recommend that as an exceptional
case should be allowed to draw a Class 2 dollar
New
salary in his present post of District Off.,
Territories. I would say that S. of S. does not admit the argument in pars. 7 and 8 of his memorial
but has taken the decion in view of the special
circumstances which have prevented him from
obtaining a Class 2 post hitherto, especially the
considerations advanced in the first part of par.
3 of Memorial. Make the decision subject to the
Governor's concurrence.

With reference to your Despatch No. 167 of the 9th. of last June and to other correspondence concerning the proposal to appoint Mr. E. R. Hallifax to be Deputy Superintendent of Police on the retirement of Captain F. W. Lyons, I have the honour to forward in duplicate a memorial which Mr. Hallifax has addressed to you.

I have expressed my own views on this matter very fully to you in former Despatches. My opinion then expressed that Mr. Hallifax was an exceptionally valuable Police Officer has been confirmed by the way he has discharged his duties while acting as Deputy Superintendent of Police for close upon 5 months.
