In accordance with the arrangements made through the Honourable Walter R. Hearn, H.B.M.Consul- San Francisco, California -I am enclosing herewith the photograph, description and prison record of convict No. 19669, Wy Yung Foon,
who was recently paroled by the State Board of Prison Directors of California, subject to deportation to China. It is expected now that arrangements will be made to secure passage for this prisoner on the steamship "Chiyo Maru", which is scheduled to sail from San Francisco for Hongkong August 9th. Should a differ- -ent date be fixed for his departure, you will be given due notice of same.
