I have the honour to submit for your
approval a revised list of the appointments in this Service to
which Cadets if qualified have a preferential claim to be
appointed.

The authority for the insertion of each
appointment is given in the list.
3.
I consider that the post of Head of
Sanitary Department should be a cadet post as a knowledge of
Chinese is indispensable to a proper performance of the duties
of it. Many of the past difficulties in dealing with sanitary
matters have been caused by the fact that the Chinese public
could only communicate with the senior officers of the Board
through interpreters. It is at present held by a Cadet (Mr. E.
D. C. Wolfe) and though it does not appear to have ever been
definitely sanctioned by you as a "cadet post" it has been
