unqualified persons that my Committee are compelled to offer this provision their utmost resistance. In addition a wholly unqualifi -ed person would be given the status of a Solicitor over whom neither the local nor the English or any other law society would have any disciplinary control and who would be ignorant of the traditions, the etiquette and the standard of conduct prevailing and exacted in the case of duly qualified Solicitors.

My Committee would be prepared to recommend

person the profession to agree to an unqualified being given power to assist the Crown Solicitor or the Assistant Crow Solicitor to the extent of appearing on behalf of the Government in any Courts which would afford such person a hearing but they object

to such a person being given any title by which he would be held out to the public as a qualified Solicitor or any rights or status enjoyed by duly qualified practitioners.

My Committee strongly object to the power given in Clause 3 to the Government to grant permission to the Crown Solicitor and the Assistant Crow Solicitor to privately practise. This objection is emphasized by the fact that by the Bill the Crow Solicitor and the Assistant Crown Solicitor may be

persons without Solicitor's qualifications and in the case of the Acting Crow Solicitor may be a wholly unqualified person.

A further objection exists in this Colony inasmuch as it is

maintained amongst the profession that the office of Crown

Solicitor confers an undue advantage on the occupant when

entitled to privately practise which imposes a serious handicap

on the rest of the profession. My Committee are of opinion

this objection is well founded.

My Committee maintain, since it is apparently the intention of the Government that the post of Crown Solicitor and Assistant Crown Solicitor should be held by permanent officials i.e. by Civil Servants who are entitled to pensions at the end of their career, that it is not right they should be given an opportunity to compete for private practice with the ordinary practitioners.
